Delegate Chiarelli moved to amend the title, to read as follows:

Com. Sub. for H.B. 3018 - A BILL to repeal §48-2-103 of the Code of West Virginia, 1931, as amended; and to amend and reenact §48-2-106 and §48-2-301, all related to establishing that a minor 16 or older may marry with the consent of both parents or legal guardians; removing the ability of an person under the age of 16 underage person to obtain consent to marry; requiring that a 16 or 17 year old may not be issued a marriage license if the other party is more than 3 years older than the minor; and validating a marriage entered into legally prior to the enactment or in another jurisdiction outside of the State of West Virginia although one or both of the parties was under the age of consent.
